Stephanie "Steph" Norton (previously Braxton) was the mother of Guy Braxton and Carrie Norton, and a member of the PTA. She was one of the main antagonist of the second half of Series 10. She thought that the merger of Waterloo Road with Havelock High was a good idea. Steph is extremely biased at heart, as she incessantly demands her daughter move school, and later stubbornly insists that the merger with Havelock is a good idea, simply due to the fact that her son, Guy - who punched her husband Terry and landed him in hospital, causing Terry to leave her - was one of the school's new NQTs.

Steph is first seen in Series 10 Episode 13, in which she is called into the school due to fears that the new NQT was acting inappropriately with her daughter, Carrie. Steph snappily tells Vaughan and Lorna that Guy is not a paedophile, and that he is Carrie's brother. She tries to convince Vaughan to sack Guy.

She is seen again in Series 10 Episode 14, when the PTA meets to discuss the merger, and she surprises the others by revealing her support for the merger.

She appears again in Series 10 Episode 15 when Lorna and the PTA are given a tour of Havelock, and later back at Waterloo Road when Carrie is hurt by a small explosion in the science lab.

In Series 10 Episode 20, Guy convinces Steph to question the merger, explaining that he believes it's not as it seems. It turns out that Havelock High wasn't going to be expanded to fit Waterloo Road students, but instead they were going to be moved into portacabins which would stay for years. After George Windsor stops the merger, Steph is last seen celebrating with Guy and Carrie. It is hinted that Guy and Steph's relationship was starting to improve.
